Throttle Sticking

I recently broke my throttle cable (custom setup). When I was replacing it I noticed my carb (Holley 4 barrel) was "catching" at a certain point. The throttle opens smoothly to a certain point then it catches and needs more pressure to get it opened up. It is smooth both before and after the catching point. I have an electric choke and didn't know if this could be at the point the choke is activated when it is cold? It has nothing to do with the throttle cable as it still does it with the throttle cable disconnected. Any ideas guys?
