fix or replace?

My '89 suburban's roof is in bad shape....see pic. I did discover a hole from rust and am sure there will be more.....Should I fix the roof(and how?) or just replace the vehicle?
I do have the chance to pick up this crewcab dually for $400,no engine and has about $800 in past due registration fees. Thought of getting it and taking the 454 from the 'burb and putting it in the dually.
What do you guys think?
