It's a "Gotcha" game. The whole point of this non op bull is to remove older vehicles from the road. Sell them to out of state buyers.
It's printed on EVERY registration form: "Check this box for planned non operation". You cant miss it, it's not like the information is hidden or its some kind of secret. There is no excuse for not doing it. It applies to all vehicles here, not just older cars. When you don't do it, you suffer the consequences just like anything else.

I think it's a great law. Because of folks' negligence I have been able to fund every aspect of my project.
