Fuel problem with a ls swap please help

Im having a issue with keeping fuel at the rail, im using a fuel cell thats vented, aeromotive regulator, walbro pump, the pump turn on everytime I turn the key but I have floor the gas pedal for it to start up other wise the engine wont fire up is has a ls1 intake with the built in regulator on it, is it possible that the regulator on the on the intake has gone bad and doesnt hold fuel pressure?
