A-arm bushing question '65 chevy pickup

I recently purchased new powder coated upper and lower A-arms complete with bushings and ball joints to save time and money while rebuilding the front end and adding disc brakes to the front. My question is, how tight are the bushings supposed to be to turn? I began the assembly today and, I needed to turn the lower bushing to index it to the round dowel that locates it side to side. I had to take a pipe wrench to do this and even then, I could barely turn it. Is this normal? Thanks for any help.
