Holley woes

I have a holley 1850 on my 81 and twice now it has gone into mass flooding once from the back bowls and once from the front I turned the float all the way down to stop it both times and then readjusted. I have had alot of holley carbs and never had this type of problem the filter looks clean going in I have not pulled the bowls yet but maybe this weekend I will get to that. I guess my question is what would you guys start with (other than a new carb ) ?
