I ran a 4l60e ( same as 700) with 3.08's, it did lug especially around the 40-65 MPH range.
I now have 3.73 gears, MPG has improved around 4 MPG on the HWY, and around 2MPG in town/mixed. BTW, I have 28" tires. I like how it is responsive in the lower RPM's now also. If it was me, I would put the 700 in, with the plan to replace the rear gears when you can with 3.73's. Your MPG will suffer a bit, but this will start the process for your truck to be more drive-able and enjoyable too.
