Installing fenders on my 66 SBFS

Its been several years and my truck is now painted and the installation of the body parts have begun. The problem that I am facing is at the inside at the rear of the front fender, behind the wheel at the cab mount there is a large gap

I cannot remember if there something that goes between the fender bolt hole and the mount to fill the gap where it mounts to the cab. Was there anything that filled that gap or just shims?

Can someone help me with this?
