Title issue

Ok, another wrench in trying to get a title for my 1971 Blazer. So what happens in Wisconsin is if the vehicle has not been registered for the road in 5 years the DOT throws away all records of that vehicle. Leaving it up to the owner to have the title on hand. Which most people do, but lucky for me not this guy I bought the Blazer from.

So I applied for a lost title and for the title to be put into my name. Not so easy, I had to fill out more paperwork and then the DOT issues me what they believe the value of the truck is through just pictures. Now I have to get a surety bond for 1.5 times the value of what the DOT comes up with. Problem with a surety bond is if someone comes up with the title in the 5 year time and wants the Blazer back I cannot do anything about it, it's not mine anymore.

Not sure what to do, use it as parts and try to find another blazer? What do you guys think?
