Overheating

I got my stock Airconditioning working. But that has led me to another problem. While at idle and the ac is on my engine will heat up. I got a after market radiator 4 row, good upper and lower hose's, good water pump. My engine cooling fan is all the way enclosed by the fan shroud? Shouldn't the fan be partialy exposed? Could it be the fan clutch?
