1972 Chevy El' Camino Troubles

Ive been working with my grandfather on his '72 Elco but we've come into some trouble with the distributor. When the ignition switch is in the on position we noticed no power was being sent through the primary lead, but the coil shows the same voltage on both terminals. We've already inspected the cap, rotor, plug wires, spark plugs (cause their new), and also the distributor coil.
Is this as simple as cleaning the contacts and surfaces and replacing the primary lead, or is something else the problem?
