Lighting Issue

hey again all...

I went to turn my headlights on the other day, and head a faint "pop" come from under the dashboard, upon later inspection, only the headlights would turn on, there are literally NO other lights on, no exterior marker lights, not even the dash lights. but all turn signals and hazard circuits still work. I replaced the light switch (which was brand new), and nothing changed. I've checked all bulbs, they're all good, so it has to be a running lights fuse... I can't read anything on my old, faded fuse block, and the diagram in my Haynes repair manual is IMPOSSIBLE to read... It's the fuse block with the hazard flasher in the top left corner and the turn flasher in the bottom left corner with 2 white plugs on the left side. I'm thinking one of those fuses blew up, but I can't get those plugs out of the fuse block for the life of me. What is wrong?
