Moving upper and lower control arms forward.

I am running 22"s in the front almost laying frame and trying to keep my a/c.
Has anyone ever moved the upper and lower control arms forward by cutting and then welding them. Also has anyone ever tried to use a rack and pinion with the stock crossmember.
