57 Gauge Bezel Material?

Hey guys. I decided to save myself some coin on the V-shaped Autometer gauge cluster that will fit in the stock hole. I decided to clearance the bezel on the inside so I can fit (4) 2 1/16" gauges across the top and a 3 3/8" speedo with tach in the bottom. I thought it was just steel that had been chromed but hit it with the Dremel it's not throwing any sparks so I'm thinking stainless?? It seems to have a chrome finish on it that's bubbling up though. I didn't think you could chrome over stainless but maybe I'm wrong? So what is it? Pewter? It's too heavy to be aluminum. I'm trying to figure out ho I'm going to finish it. The chrome is coming of so I'm thinking about just hiring it with a wire wheel and leaving it "brushed" as long as it isn't some goofy metal that is going to oxidize and look like crap.
