Frame Hole Measurement Help

I'm in the middle of reworking the frame prior to paint and I need to clean up these two wollared out holes at the end of the frame rails...I believe they are for the bumper brackets. I think the previous owner used a torch to cut the bolts and got a little loosey goosey end enlarged the holes. I plan to just weld them up and redrill but I need the location of hole center.

Can someone take a frame measurement in from the end and from either top or bottom, and measure hole size.
