1966 painted hub caps

I am trying to paint my hub caps for my 66 and am having some trouble with the primer. The paint wont dry all the way. I really dont want to sand them back down I have a lot of time in them on getting them straight and smooth. I painted the center orange and the orange and white did not meet well meaning when I pulled the tape off it pulled the white paint and made it jagged . Who else has painted these caps and what tricks did you use when painting the orange.
