250 carb choice opinions 2bbl vs 4bbl

I have a stock rebuilt 68' 250 installed in my 63' pickup.
S10 t5, 3.73 rear, HEI distributor
About to install Langdon cast iron headers and a Clifford water heated intake.

I think I've narrowed my carb selection down to a Weber 38/38 2bbl or Holley 390 4bbl.

This is just a cruiser, I won't be shifting at 5000rpm.
Got OD for the highway.
Just looking for response off the line and to not run out of steam at highway speeds 60-70mph

Purchase price is negligible.
I'll need an adapter plate and a throttle cable for both.

Thoughts??
