Gas Tank Venting

I am running a 87 K5 Blazer tank with an EP385 in take fuel pump. EGR is deleted. So should the vent line for the tank be open or closed? I would think that if it were closed the tank would end up working harder and harder as the vacuum forms in the tank, leading to the truck running like crap and eventual pump death... What is the right way to do this?
