What are these brackets for?

I am starting to pick up some speed on the '74 project since we were stalled with a prostate cancer issue with one of the main guys helping on the build.

I was rear-ended prior to getting the build started and had my new chrome bumper destroyed. I have the replacement and new brackets but was short one set of SS bolt, washer and nut. In looking over the parts, I saw this "DEFLECTOR" bracket #27. What is this for? I don't remember removing anything like them when installing the first replacement bumper. Are they necessary?
