Internal style Locking hub reassembly

When your reassembling the stock locking hub do you align the inside splines of #11 and #12 in the diagram so there "locked" in place or do u leave them offset so there not locked together? I'm asking bc it seems like you would want them to be offset bc it appears that when turn the hub dial to the "lock" position the actuating cam would turn the inner clutch ring[#12] allowing it to lock into axle sleeve ring (#11).

First time assembling these older style hubs any help would be greatly appreciated, thanks. Attaching a diagram of the locking hub assembly as well
