Horn question

I had my horn apart several months. I think I put it back together correctly, but it does not work.
I think i have all the parts - see picture
the turn signals and canceler work.
when i press the horn, it moves in properly - i hear a clicking (the flat metal plate).
the white piece with the pin in it seems correct, has a spring that seems to work as it should
when i touch the metal cup to the shaft (like the crescent wrench in the picture), the horn sounds. The horn also sounds if i slide around the flat plate (picture) to the shaft.
I also got the horn to sound once by pressing hard on the steering wheel itself, but that has not repeated.

any ideas what is going on?
