67 C10 Frame / Crossmember Mouting Issue

I recently blasted the frame and put in epoxy. While having the frame upside down, I noticed someone had enlarged two of the crossmember holes on the driver side of the frame. Not sure why they did this, and the original bolts that came out are way too small.

What do you guys recommend? Appreciate any ideas.

1. Leave it as is?
2. Weld the holes back to original size?
3. Enlarge all the holes on the frame and crossmember to the same diameter? and use larger bolts.
