CPP117 Sway Bar Install on Stock Suspension

All - I'm installing a CPP117 sway bar on a stock suspension truck with stock springs and drop spindles. Its is supposed to mount with links to L brackets that need to be mounted to the edge of the lower control arm.

I also added stock height sway bar brackets on the frame (makes sense right)? So I go to install the bar, I bolt to the brackets on the frame and the ends of the sway bar rest over the control arm, about where the bump stop mount is.

My thoughts are, maybe it mounts directly to the frame instead of the factory style brackets? Anyone have any insight? I didn't get the "U" bolts that the instructions show either.
