Low Fuel Pressure Question

I have my truck at the shop (65 with 05 5.3 and 4l60e). They are hooking up all the BP harness and attempting to get it running. It has a Boyd’s tank with the Aeromotive 340 pump. This thing sat for 5 yrs and when they tried to start it the pump wouldn’t work. I got a new $130 pump and now they say it just comes out at low pressure. It has the Vette fuel filter/regulator combo. My question is if that filter saT for 5 years and had fuel in it would it go bad? I’m thinking that’s the problem but hate to throw another $60 just to guess. Has anyone had any problems with this set up and is there something better?
