If the dumbell (barbell) is leaking the capillary reading at the factory location will be low...

Changing the oil filter for a new one removes the possibility of a clogged oil filter causing a large pressure drop...

If its still low at the factory port after changing the filter then the barbell is either missing or installed backwards or lacks the O ring...
