OBD2 not working for some reason (used to)

Havent driven the truck in a while.
Went to connect my OBD2 scanner (HPTUNERS) which always used to work - no signal; to VCM suite. Also dont see the oriange light on the ODB section of tool that plugs in (just PWR).

I checked pins 4+5 and they both have ground.
Pin 16 has constant 12v.

So that just leaves me with the #2 data port ? What to check here ?
I think its tied into PCM at C1 Blue connector Pin #58.
