You could bring that back up, if you filed out the cracks with a triangular file, and filled in the valleys with JB Weld or similar 2-part epoxy filler. When the epoxy has hardened a couple days later -- file and sand the repair rings to the level of the good parts of the wheel and prime and paint. 67/68 Wheels were made of a composite formula similar to bakelite. Then painted. 69/72 Wheels were made of a high impact plastic called Cycolac and molded in color.
