Try to turn it so it will advance. I got a salvage one (used it for a core) that it was rusted so it wouldn't turn for the advance. Pull it and take a look at the gear teeth and check for excess slop. You are going to replace the cap and rotor anyway so don't worry about those items. Other than the visual/physical, there isn't any way to know if the rest is in good shape .
