I have pulled a loaded tandem axle hay trailer w/ a 2 5/16" hitch using a similar bumper on my truck and it didn't have any problems. We just got our trailer finished for the welding machine and I have the same problem, the rear of the truck is too high and the trailer isn't level. What I did was go to Tractor supply and buy a receiver tube and weld a piece of 7/16" plate to it, and cut holes in it so it would bolt to the step bumper. I use a 2" drop hitch with the receiver and it works great, but that drop bracket would be a lot easier to use.
