6.2l EGR OR SOLINOID

I think I have a stuck open egr but not sure . The truck starts fine but chugs all the time at idle untill I depress the pedal just a little . Is this a bad egr solinoid or a bad egr . When I had the air cleaner off it was puffing the exhaust right into the air cleaner like it should but it was warm already to go plus this is making the air cleaner really dirty .

So do I disconect it all together {plug the egr hose and disconect the egr solinoid .

Or do I test the solinoid for voltage and replace . What volatage is it good or bad.

Or get a new intake with out egr ........last thing I really want to do .
