If you apply a good liquid type sealant on the waterjacket related bolts, that is all that you need on them. The sealer has liquid base will lube the threads as necessary to do your torque settings. The oil on the others needs to be minimal, so that you don't fill the bottoms of the bolt holes (if they are a blind hole )and cause a possible crack in your block. All you wnat is to get the appropriate torque settings and then you are done.
