Ride Quality and Ride Height

I've got a '96 1500 4WD and I'd like to primarily improve the ride quality and secondarily lower ride height by 1-2 inches. I don't tow with this vehicle and rarely carry more than 1,000 lbs. Should I switch from leafs to bags or is there a better approach?
