Am I missing something?

The bolt tube for crossmember is 9/16" but the slotted hole on motor mount is only 7/16". That would leave an 1/8" slop. Is there a sleeve that needs to go in the tube? Or do you just crank the bolt up tight?

The slop is room for variance. The parts aren't made to aircraft tolerances. Without the slot, and the bigger hole on the frame side mounting a motor in the car would be hell. You're fine.

If the tolerances were close enough you could slip a piece of hard plastic tubing in the tube on the crossmember to take up some of the slack but as Tchia65 said they do it that way to give you a bit of wiggle room. When the engine sets down and the bolts/nuts are tight it shouldn't move around.
