brake issue - need some advice

Well I'm not the most experienced brake guy out there. Mostly because in all my years I have had almost no brake issues - until now.
What is happening is that my right rear is locking up. I have to really gently come to a stop or it locks. It seems to release fine. It locks both when braking normally and if I use the parking brake. But when I use the parking brake it doesn't seem to go into lock as quickly.
Anyhow, before I get out there in the cold and start pulling axles and drums, I thought I'd see if I could tap the collective wisdom and experience of the forum to see if you could point me in a direction more quickly.
Thanks in advance for any advice.

I agree my rear axle seal leaked and caused this problem also. This can be very dangerous driving with rear brakes locking up.
