Just needs to be primed most likely. Like the above poster says, you need to get water up to the pump.
I like to use a small funnel that the the hose fit's into and fill it with water while running the pump. If the diaphram is ok, it should suck the water right up and start working. Then just pull the hose out of the funnel and attach to the jug.
