stupid wipers

My stupid wiper switch doesnt work, it is actually getting current from somewhere so it's on all the time. I got sick of popping the hood to turn them off and on by unplugging the motor, so I wired in a toggle switch on the dah, interrupting it at the wiper fuse. So now I have low and high speed wipers, but still no off, and no intermittents. Which stinks. I already replaced the dash switch, no difference, bought a new motor, no difference. Asked around and was told the toggle switch trick, but no real help. Even cracked the fuse block to see if I could find a hot wire bleeding into it. No luck.

Anyone familiar with this issue? More of an annoyance than anything, but I would really like to have intermittent wipers.
