I just went through this with my 91 Blazer. I took it all apart, thinking I could swap in pieces from my parts truck, nothing I did worked and I was never able to figure it out. I wanted to swap in my column from my 88 parts Blazer, but it was a standard. You'd think with two apart I could have figured out what was broken and fixed it. Guy gave me another column, but it was all corroded from being left outside. Finally bought a used, non-tilt column for $30 on Craigslist. Easier to swap the whole thing than to fiddle with it any longer. I lost tilt and cruise control. I thought I could keep my cruise because all the wirings there, but the cruise stalk won't plug into the hole in the non-cruise column. There's a difference of about a 1/16 of an inch.
Anyway, that fixed my high beam problem and my horn problem, at least temporarily. My horn keeps blowing fuses as fast as I can put them in. Not sure if it's the horn or the interior lights, they're on the same fuse.
Well, that was a long post to add nothing helpful. Sorry. Hope you figure it out. I couldn't.
