Can't tell you where to get the timing set properly, But...... Each carb has to be set/adjusted to the engine it's installed on for proper operation, In other words.... No two engines are the same in that area. Looking at the pics you posted the adjusters have NOT been plugged/sealed.

You really need the timing set correctly AND the carb adjusted to YOUR engine for best performance and fuel economy.....
