is there a little check valve under the accelerator pump squirter? usually there is.
Is the linkage that operates the pump working OK? it should be pushing the pump stem down immediately as you work the throttle linkage by hand. Look carefully at the pics, usually there's a spring with it's keeper on the pump stem, the spring is what actually pushes the plunger cup down. If it's missing the pump won't work. there's usually also a return spring under the pump. Sometimes these two springs get switched. The stronger spring goes on the pump, the softer one under the pump to return it to top. if these are reversed the pump won't work.
