help please on my 1964 1 ton panel truck

is there anyway i can update the front end and rear end power steering. disc brakes 5 lug . lower? hellllllllllp

It's pretty much the same as upgrading a C10 or C20. The main difference with your C30 is that I believe it should have leaf springs in the rear. That will make it easy to swap in a '73-'87 10 or 12 bolt. Take a look here for a bunch of info on the front suspension and brakes.

are the frame rails the same if i wanted to go with one of scotts hotrods bolt in crossmember?

Yes the frame is the same in the front suspension area. Your frame may be a little different farther back since it is a C30. But then again it's been a while since I have looked under a 1 ton panel.
