5.3, custom grind cam, head studs, ls9 headgaskets and Borg Warner S475 or s480. That should get you in the 10s and still be very streetable. If you want to go even cheaper you can try it with an Ebay GT45 turbo, lots of them out there going low 9s in a car so 10s in a truck shouldn't be an issue.
There isn't much you can do in the aerodynamics department so put the truck on a diet and shed some lbs and move some of the weight from the front to the rear if possible. I am going the 5.3/gt45 route when I return from Okinawa.
