Try adjusting the idle while it is in gear. My Q-jet hesitates if it is even the teeniest bit too rich. Next would be the accelerator pump cam or adjustment or (not as likely) the diaphragm itself.
Don't be afraid to try different initial timing. OH! - Full manifold vacuum to the vacuum can can help too. <<<< try that, it's easy and free (you will need to lean the mix a bit more once you do)
