horn contacts

I recently swapped the hokey Camaro steering wheel my Blazer came with for an original style one. I was careful to put all of the parts for the contact in the assembly back in the same orientation as they came out but the horn won't work now. (NOTE: it will work when I ground it with a screwdriver so I know everything from the wheel forward is good) I noticed the little plastic spacers that were bottomed out on the old wheel now can't bottom out without taking all of the flex out of the metal disc that provides the movement and feel of the button. But even if I don't tighten those screws all the way so it allows that travel and the disc to "oil can" it still doesn't work. Any ideas what I'm missing?
