(EDIT: Yes, my second memory below was correct. If you can get to the broken stub, you can unthread the entire thing and replace with no disassembly. If you can't access it, you'll need to tear down the column to where you can.)

It's been a little while since I had my column in pieces, but it's not particularly difficult and if I remember correctly the tilt lever is pretty easy to remove/replace. If you've never disassembled your column's top end before it might be an hour or two job.

On second thought, I'm remembering that the tilt lever might just thread in, no disassembly required... maybe try to unthread the portion that's left, if you can get hold of it with a tool. Sorry for the uncertainty!
