I've not done it yet, but there are some YouTube videos about fixing the loose screws on the tilt column, which requires taking apart all the signal and ignition switch and locking wheel stuff. You need a wheel puller and some other special tool which I haven't gone out and bought yet.
If I remember correctly, there is just a big notched washer in there that you can just leave out to eliminate the steering wheel lock. If I ever go into any of mine, I'm planning to leave that part out because they have a habit of jamming up when parking on a hill (is there any other place to park?
).
