That wire runs from the compressor back to a plug on the fire wall. From there it runs over to the relay pack on the AC box. Either there is a problem with that relay, problem with the controls on the dash OR somebody hacked up the wiring and hooked that lead straight to hot. If they went straight to hot they probably did it right there on the fire wall on the junction block over the driverside valve cover.
Bestthing to do is pick up a Haynes from the auto parts store and it has the wiring diagrams and and diagnostic info on the A/C.
