Here in Ohio, it is required to pass the random "safety check".

The pinion mounted units are great. Many years ago they used a drum set-up mounted to the transfer case on Jeeps. This higher mount is probably better suited to a 4X4 (to keep it away from damage) but it depends upon the driveshaft to stop the wheels. The pinion mounted unit doesn't have that draw-back.
