Checked my 66 Impala w/327 that has a Qjet and that vac port is indeed used for the vacuum advance unit.
The item in the first pic on mine is the "gizmo" used for the fast idle. I believe this part may also stop the secondaries from opening if the choke is still on. (cold engine) Not 100% sure on that though. The transmission modulator line on goes to a block screwed into the intake in between the distributor and carb. My power brakes also connect there.
