If it's drum brakes it's got lowered/cut springs, drop spindles are only for discs.

I would go with drop spindles. One thing to consider is the track width is wider with discs, and even wider with drop spindles, so your wheels will be sticking out farther than the rears. If you were thinking about some new shoes that would be the time.
