If it's drum brakes it's got lowered/cut springs, drop spindles are only for discs.

Yes, it has drum brakes. When converting to disk brakes, would it be better to go with the stock springs and drop spindles or leave the springs that are in it and go with stock height spindles? I would think the ride would be better with stock springs and drop spindles?

I would go with drop spindles. One thing to consider is the track width is wider with discs, and even wider with drop spindles, so your wheels will be sticking out farther than the rears. If you were thinking about some new shoes that would be the time.
