Put a jumper between 30 and 87 on the low beam relay and see if the outside lights come on the low beams. If they don't come on then the 30 terminal is not getting power, The wire to the outside lights on low beam is bad or the low beam filaments are blown.
If they do come on then the relay is not working.

Since you have a multimeter you can do a lot of troubleshooting right at the relays. Ground the multimeter to the battery and probe terminal 30 for power, if that's OK move to next step.
Next with the lights on and dimmer switch switched to relay being tested probe terminal 85 for power if you have power on terminal 85 then move the probe to terminal 86. Any reading over .2 volts on terminal 86 is an indicator of a poor ground no reading would indicate a possible open relay coil. If the reading on terminal 86 is high fix the relay ground if it is <.2 volts check terminal 87 for power. I personally recommend using terminal 85 on the relay for ground and terminal 86 for switched power because some relays have diodes across the coil and reversing the polarity can kill the relay. I always check the diagrams on the relays I use.

Thanks I'll check this out tonight. Hopefully I can determine the root cause. I'll also take some pics of the relays I have to make sure I am wiring those up correctly.

Well finally got everything fixed. Turns out my bulb connectors were bad. I noticed this when I started to wiggle the bulbs a bit and they turned on. I replaced those and now I have nice bright H4 low beam headlights. Don't think I'll really need the high beams since my low beams are bright by themselves.
